City Council meeting summary: Dec. 17, 2009

Second Reading
Capital Improvement Projects Carried to 2010
On second reading, council unanimously approved CB-1702, a bill for an ordinance appropriating the Capital Improvements Program carryover. The appropriation of projects identified in the Capital Improvement Program shall continue and be carried forward to the succeeding year or until such projects are completed. This ordinance passed first reading unanimously.

Second Reading
City Appropriates Huron Street Design Funds
On second reading, council unanimously approved CB-1703, a bill for an ordinance for an appropriation amendment to the Huron Street Project. The 2009 Huron Street reconstruction design services will include drawing and specification modification, final drawing revisions and approval by the Colorado Department of Transportation (CDOT), bidding services and final construction drawings. This amends the 2009 General Fund budget to increase appropriations in the amount of $100,000. This ordinance passed second reading unanimously.

Second Reading
Municipal Judge Term May Last Two Years
On second reading, council unanimously approved CB-1706, a bill for an ordinance to implement the charter amendment, approved by voters, regarding the terms of the municipal judge and amending section 8-1-4 subsection (a) to read the municipal judge shall be appointed by City Council for a term of up to two years. This ordinance passed second reading unanimously.

City Comments on FasTracks Evaluation
Council unanimously approved CR-136, which authorizes the mayor to sign a letter commenting on the draft environmental impact statement (EIS) for the Regional Transportation District FasTracks North Metro Corridor Project. The letter provides the city’s stance on a number of issues, including facilities, traffic and type of rail cars to be used. Mayor Novak said this is an important step, because everything that RTD has received from public hearings as well as these comments must be responded to and addressed in the final EIS in January.

City to Continue Using County Animal Shelter
Council unanimously passed CR-145, which approves an intergovernmental agreement between the city and the Adams County Board of Commissioners in 2010 for animal shelter/adoption center services. The city will pay $5,994 per month to use the shelter, which is located a few blocks northeast of Highway 85 and 104th Avenue.

Northglenn-Thornton Victim Program Extended
Council unanimously passed CR-146, which approves an intergovernmental agreement between the cities of Thornton and Northglenn for a shared victim services program. The cities have shared a joint victim services unit since 1987. The city will pay 30 percent, or $81,000, of the unit’s $377,500 budget in 2010.

Agreement on Water Service to Training Center
Council unanimously passed CR-148, which approves an intergovernmental agreement (IGA) between Northglenn, the city and county of Broomfield and the North Metro Fire Rescue District regarding water services to the North Metro Fire Rescue District’s training center. The agreement permits Broomfield to build water service infrastructure for the training center, which is located within the municipal limits of Northglenn in Weld County. In 2007, Broomfield and the North Metro Fire Rescue District agreed to have Broomfield provide water service to the facility, which the city of Northglenn was not aware of. Construction on the water service infrastructure recently began, causing Northglenn to inform Broomfield that an IGA would be necessary for work to continue. Councilmember Monroe said she hoped communication between the municipalities improves after this situation. City Manager Simmons said the communication has already improved, and that staff has been successful in dealing with this in a timely manner.

J&T Consulting to do Design Work for Huron
Council unanimously approved CR-149, a professional services agreement between the city and J&T Consulting, Inc., for design services for the Huron Street Project, which will rebuild the street between 104th and 112th avenues. The city will pay J&T Consulting, Inc., no more than $77,216 for drawing and specification modifications, final drawing revisions and approval by the Colorado Department of Transportation, bidding services and final construction drawings.

City to Fill Vacant Customer Service Job
Council unanimously approved a motion to allow an exception to CR 08-156, which enacts a hiring freeze for the city government. City Manager William Simmons recommended hiring one customer service representative. Simmons said the position is first point of contact at City Hall for residents dealing with utility bills or just asking for directions to get around. He said not filling the position would harm customer service in the city. Duties for the position include handling calls, working the main switchboard and filing. He added that this is not a new position, as the incumbent is being promoted to sales tax specialist position, which creates the opening. Councilmember Baker asked Simmons to confirm that the new hire would not affect the city’s staffing levels or the 2010 Budget, which Simmons did.

Council Ends 120th Ave. Development Agreement
Council unanimously approved a motion to terminate the development agreement at 120th Avenue and Grant Street between the city and the Northglenn Urban Renewal Authority (NURA) as the developers and Prime West Development, Inc. and Zing Development Strategies, LLC, as subdeveloper and the payment of $150,000 in reimbursable costs.
City Attorney Corey Hoffmann said that NURA had a special meeting and also approved the termination and to pay the $150,000 on the condition that the City Council and NURA would work together, at the beginning of 2010, to amend the cooperation agreement, better framing the rights and obligations of both parties moving forward.
Councilmember Downing said NURA and council already had an agreement, and asked whether this would be just to expand upon it. Hoffmann agreed and said it would also be to update it, at least that was how he understood the discussion.
