“To serve as responsible stewards of Northglenn’s planned and built environment.”

The Planning and Development Department administers the city's land use and development functions in the Building Division, Planning Division and Neighborhood Services Division. The department also guides the city's ongoing development and redevelopment activities by recruiting new investment and working to integrate new development projects into the existing fabric of the city. By coordinating the city's land development-related activities, the department helps achieve the city's goals of attracting and retaining quality businesses and improving the city's image as a desirable place to live and work.

The Planning and Development Department focuses on the physical development of the city, which includes working on a Comprehensive Plan and advising and aiding the the city's Planning Commission and Board of Adjustment.

Planning Division

The Planning Division is responsible for the administration of the zoning and subdivision ordinances, as well as coordinating development review activities of new construction projects and proposals. The division maintains the city's Comprehensive Plan and performs outreach to residents and businesses in the areas of neighborhood planning and economic development. The division also aids the city's Planning Commission and Board of Adjustment.
Building Division


Since October 2009, SAFEbuilt, Inc. has provided building division services for the city.

SAFEbuilt is the state’s leading provider of building division services for public agencies. SAFEbuilt provides full-service building division services, building code plan reviews, complete project support and building code inspections for cities, towns, counties and state agencies.

The Building Division under SAFEbuilt is on the top floor of City Hall, 11701 Community Center Drive. They can be reached at 303-450-8745. Their hours are 8 a.m. to 5 p.m.

SAFEbuilt provides a building official, combination inspector, and a full-time permit technician to serve as a direct contact with the citizens of Northglenn.

SAFEbuilt’s corporate office is in Loveland, with operations in Colorado, Georgia, Florida, Louisiana and Washington. They have 60 employees. In 2008, SAFEbuilt supported over $1.5 billion in residential and commercial valuations, performed 5,125 plan reviews and approximately 85,000 inspections.

Neighborhood Services Division

The Neighborhood Services Division provides a wide range of policies, programs and resources designed to help maintain and improve the quality of life throughout the city’s neighborhoods.

Our goal is to make each neighborhood a desirable place to live, work, play and learn. We deliver our programs and services through three distinct, yet integrated focus areas:

These areas work together with other city departments, outside agencies, organizations and citizens to:

  • Promote equal opportunity and fair treatment among all residents in Northglenn
  • Encourage neighborhoods to solve problems
  • Provide neighborhood support
  • Enforce city standards for safe and clean neighborhoods
